These Terms govern your access to and use of the Reserve Officers' Training Corps Management Information System (ROTCMIS). By creating an account, you confirm that you are authorized to register, that the information you submit is true and current, and that you will follow these Terms, applicable ROTC policies, school rules, and Philippine law.
ROTCMIS is provided for legitimate ROTC administration, cadet records, attendance, grading, examinations, training events, communications, safety, reporting, and audit purposes. You must not use the system to harass others, submit false information, impersonate another person, bypass access controls, tamper with QR codes or exam/event records, scrape data, introduce malicious code, or access records that you are not authorized to view.
Some exam and event workflows require location processing to verify QR enrollment, support event safety and coordination, or protect exam integrity. Exam enrollment may record your current latitude, longitude, device-reported accuracy, client timestamp, and server timestamp when you scan or submit the enrollment QR. Event sessions may show your live or pinned location to authorized event users while tracking is active. Refusing required location permission may prevent you from using the affected exam enrollment, event tracking, attendance, or operational feature.
Your profile details, uploaded photo, exam answers, attendance records, event participation, and location records may become part of ROTC administrative records. Submit only accurate information and do not upload content that violates law, school policy, ROTC policy, or another person's rights.
ROTCMIS may use security controls, audit logs, session controls, rate limits, and account review processes to protect users and records. Administrators may suspend, reject, deactivate, correct, or investigate accounts and records when necessary for security, integrity, safety, legal compliance, or authorized ROTC administration.
ROTCMIS may be updated, unavailable, limited, or corrected from time to time for maintenance, security, legal compliance, data quality, or operational reasons. Material changes to these Terms or the Privacy Notice should be communicated through the system or official channels, and continued use may require renewed acknowledgement where required by law.
To the maximum extent permitted by applicable law, ROTCMIS is provided for authorized ROTC administrative use without guaranteeing uninterrupted availability or error-free operation. Nothing in these Terms limits any non-waivable rights or remedies that you have under applicable law, including the Data Privacy Act of 2012. These Terms are governed by the laws of the Republic of the Philippines unless a mandatory rule of another applicable jurisdiction requires otherwise.
ROTCMIS processes personal data for declared, specific, and legitimate ROTC administration purposes and applies the principles of transparency, legitimate purpose, and proportionality under the Philippine Data Privacy Act of 2012 and its implementing rules. Depending on the workflow, processing may be based on your consent, fulfillment of ROTC or school administrative functions, legitimate interests that do not override your rights, legal obligations, safety, or protection of lawful rights and interests.
When an exam QR enrollment or similar location-required exam workflow is used, ROTCMIS may collect the cadet's current latitude, longitude, location accuracy, client timestamp, and server timestamp. This is used to verify the location of the enrollment scan, deter misuse of exam QR codes, support authorized exam administration, investigate disputes, and maintain audit records. Current exam location processing is not continuous unless a separate exam feature clearly asks for live or repeated location access and provides the required notice.
During event sessions, ROTCMIS may collect and display your live or pinned location, location accuracy, timestamps, and force/team role while event tracking is active. Authorized event users and administrators may see location markers on the event map for coordination, safety, command visibility, attendance, and after-action verification. Event tracking can be stopped in the event interface when the feature provides that control, but prior lawful processing and required records may remain in the system.
If you later provide a home location in cadet settings, ROTCMIS uses it for distance computation, ROTC unit coordination, reporting, and related administrative workflows. Do not enter a location that is false or belongs to another person without authority.
Access is limited to authorized cadet, ROTC unit, CDC, RCDG, RESCOM, GMA, technical support, or institutional personnel according to their roles and operational need. Location data may also be visible to authorized event participants when the event map requires shared operational awareness. ROTCMIS does not sell cadet personal data or use precise location for unrelated marketing. Data may be disclosed when required by law, lawful order, safety response, school or ROTC investigation, system security, or authorized service providers bound to protect the data.
Personal data is retained only for as long as necessary for ROTC administration, academic or training records, audit, safety, dispute resolution, legal compliance, security, or the establishment, exercise, or defense of lawful claims. Exam scan locations are retained with exam enrollment records. Event live location records keep the latest location for the cadet and event unless the system or authorized administrator removes or archives them under the applicable retention schedule.
ROTCMIS uses role-based access, authentication controls, activity logs, validation, and administrative review to protect records. Users must also protect their devices and credentials. No system can remove all risk, so suspected unauthorized access, inaccurate records, or privacy incidents should be reported promptly through official channels.
Subject to applicable law and valid ROTC, school, security, and record-retention requirements, you may request access, correction, objection, restriction, blocking, erasure, data portability, information about processing, and other data-subject rights recognized by the Data Privacy Act. Where processing is based on consent, you may withdraw consent prospectively; however, withdrawal may prevent use of location-required exam, event, attendance, or safety features and does not affect processing already lawfully completed.
For privacy questions or rights requests, contact your ROTC unit administrator, CDC/RCDG administrator, or the designated Data Protection Officer or privacy point of contact through the official channels published by your institution. You may also file a complaint with the National Privacy Commission when applicable.
